US President Bush delivers his proposed $2.57 Trillion budget to Congress. The austere plan seeks deep spending cuts across 150 government programs and will cut health care payments for veterans and the poor and trim spending on education and the environment. Oddly, the budget does not include projected costs for the Social Security overhaul or for any new spending on military operations in Iraq and Afghanistan. An additional $80 billion for the War on Terror will be requested in coming weeks.
